Forum is a type of collection, as is a weblog, a mailing list, or a newsgroup. The services provided by such a collection are to provide posting and syndication facilities. So, instead this should be a Post service, and Forum modified into a collection type pattern that provides Post and Syndicate services.

I agree, "this should be a Post service".
But people (aliens like me) have to be able to find them. The elf has buried these types of services around his web directories.

"Learning flows" is here.
A community can talk about forums, eportfolios, learning flows or anything they like, but if we are talking about forums and their service or subject specific architectures, could you at least make them noticeable? E.g. Put all forums for the elf's communities in
www.forums.elframework.org, or if must have ANOTHER domain, http://www.forums.e-framework.org/
And encourage to them to be a bit more inclusive. E.g. http://www.dcc.ac.uk/forum/
